Chattanoogans on Easter Sunday participated in early morning worship services under blue skies. But over the course of the morning intense plume-laying jet flyovers turned the overhead into the color of phlegm. By noon, the horizon above the city and the sky above were a milky white pall.
The operation over Chattanooga today (April 5, 2015) is not subject to regulation by the National Oceanic and Aeronautics Administration, which supervises weather modification in the U.S., according to information provided by the agency.
Corporations and governments intending to modify weather in any one part of the country are required by federal law to submit Form 17-4 to Noaa. But a query by Hot News Talk Radio 1240 910 1190 AM in Southeast Tennessee suggests today’s visitation and subsequent blanket of smog are outside the scope of this regulation.
Coming up empty
A Freedom of Information Act request to Noaa sought information on two days in 2014 in which the city’s breathing space was heavily polluted by cloud-creating jet flyovers. We asked if intense smog-making flyovers Oct. 19 and Nov. 2 were subject to Form 17-4. I selected these days to investigate because they received nothing less than a visitation — a heavy covering of sky plumes by the hundreds that dimmed the sun and ruptured the sky.
Evidence strongly suggests that the war against global warming is well under way, though academia and many notable backers of stratospheric aerosol geoengineering discuss the matter as if it were merely theoretical. Evidence indicates that the U.S. government is involved in sunlight suppression and other programs involving the mass dispersal of aerosols. The February publication of Climate Intervention: Reflecting Sunlight to Cool the Earth by the National Academy of Sciences proposes such a program. Aerosols are microscopic specks that affect rainfall, dim the sun’s radiative energy, create bizarre effects in the sunlight and pose risks of neurological damage among unsuspecting members of the public below, including pregnant mothers, newborns and the elderly.
No program affecting Tennessee’s weather required Form 17-4, the Noaa response indicates. So the two days in question are not considered weather modification activities in any normal sense, though our reporting strongly suggests the atmosphere and the play of sunlight on the city was sharply altered. No press statements, air quality warnings or other notices are filed with city or county officials when the aircraft emissions program dumps upon the city on a given day. The Chattanooga/Hamilton County Air Pollution Control Bureau’s director Bob Colby says it has no authority to regulate aluminum, strontium and barium, the elements widely connected with sky striping. The agency says the plumes are innocent water vapor.
Global warming is considered publicly as a military emergency. My provisional conclusion is that aerosol spraying program today over Chattanooga is secured behind military jurisdiction outside any normal public safety guidelines enforced by agencies such as Environmental Protection Agency and Noaa. The details from the Noaa file below do not disturb this line of thinking.
Weather is routinely modified out West
The file below is worth examining in detail later. The weather is modified for the purposes of “snowpack,” “winter rainfall,” “rain enhance,” “hail supress,” “increase precip” and “augment precip.” The states involved are Colorado, Nevada, Utah, Wyoming and California.
The operators include outfits such as Weather Modification Inc., West Texas Weather Mod and Western Weather Consultants. Tracts targeted by weather modification activities are at times vast. Treatment at the Gunnison River Basin in Colorado for 25 days from January through April (line 27, see below) covers 3,000 square miles. The Utah Water Resources board, in augmenting snow for 12 days in November and December (line 53), affected 10,000 square miles.
The man who made the FOIA request is Marc Hayes of Sevier County, an adjunct professor of communciation at University of Tennessee-Martin and a former Corps of Engineer lieutenant colonel. He is disappointed to have learned so little about the two Chattanooga days in October and November. “After making the request and receiving more than I asked for on that Noaa form 17-4, apparently I recevied all or much of the weather modification for the Western part of the United States. *** There is no report for weather modification for any [city] in Tennessee that I can see on the form.”
The government’s response to his FOIA is unsatisfactory, he says, because the data requires the recipient to make inferences about Chattanooga. The agency should simply have stated, “No weather modification activities occurred in Tennessee in 2014,” Mr. Hayes says.
