City council member Larry Grohn has demanded accountability from the Chattanooga police department in the case of Officer David Campbell, who arrested Hanson Melvin and accused him of disorderly conduct.

Chief Fletcher says the complaint filed by Mr. Melvin with the internal affairs division is pending.

Mr. Grohn cites the Melvin arrest and a similar seizure of a member of the public in 2012 by Officer Campbell.

“It was come to my attention that Officer Campbell was involved in two incidents which recently came before the Grand Jury. The first involving Mr. Hanson Melvin in which the charges were dropped by Judge Poole with the aid of DA Pinkston. The second involved Rochelle Gelpin, on who’s case the Grand Jury delivered a no true bill. I might dismiss these incidents if it were not for the 2012 incident between Officer Campbell and William Boston.”

In an email, Mr. Grohn cites a Sept. 29, 2012, story in the Chattanooga Times Free Press, “Chattanooga police officer’s tirade caught on video.”

“What actions have taken place by the CPD in regards to Officer Campbell’s episodes with the citizens of Chattanooga? What is officer Campbell’s currently status in the CPD?”

The second case Mr. Grohn mentions, that of Rochelle Gelpin of Hixson, involves another officer, Jeff Rahn.

But Chief Fletcher lets stand Mr. Grohn’s mistaken impression that Officer Campbell is involved in the Gelpin case when that reported abuse involved Mr. Rahn.

“We are aware of and have been actively investigating the incidents you reference involving Officer Campbell. If you have additional information about these incidents, possible misconduct by Campbell or any officer, or are in contact with someone who does have such information, please let me know as soon as possible. I will have command staff contact you to get the details on the record. Officer Campbell is currently assigned to patrol and has received additional oversight by his chain of command during the ongoing investigations.”
